Guangzhou (CNS) ?C Guangzhou's public kindergartens will carry out an enrollment lottery this year to address various problems such as high admission fees, according to Qu Shaobing, director of the Guangzhou Education Bureau, on Tuesday.

Families can enroll at both district- and municipal-level kindergartens, but they can only select one if they win the lottery, and it's non-transferable, Qu said at a press conference.

Qu also said the city will strengthen security at schools.

Further details of the lottery are to be released this April.
