Beijing (CNS) -- "36 new rules" for introducing private capital to industry investment opportunities have been compiled by tens of ministerial departments before the end of June, a deadline formulated by the State Council, covering the fields of railways, finance, energy, medical care and education.
The private sector of the logistics industry has benefited greatly from the document co-released by 12 ministerial departments, in terms of vehicle thoroughfare and land policies specifically for courier, urban delivery, and pharmaceutical logistics.
The energy industry has opened oil and gas field exploration to private capital, including shale deposits, considered an ice breaker to industrial privatization.
Despite that, the red tape surrounding procedure still lacks an explanation of how private capital will be introduced, and how the rights to manage the enterprises or distribute profits will be handled. Private investors may still be hesitating.
